Lectura Acuerdo Presidencial No. 169-2025
Muy buenas tardes, Compañeras, Compañeros, y muchas felicidades por este nuevo Aniversario de Luchas y Victorias.
La Presidencia de la República de Nicaragua, en uso de sus facultades, Considerando :
1. Que el Artículo 120 de la Constitución Política de la República de Nicaragua establece que la Presidencia de la República es la Jefatura Suprema del Ministerio del Interior y conforme el Artículo 125 Numeral 10, que es atribución de la Presidencia de la República otorgar los Grados de Comisionadas y Comisionados Generales.
2. Que la Ministra del Interior de la República de Nicaragua, Compañera María Amelia Coronel Kinloch, con fundamento en el Artículo 2 de la Ley No. 1183, que establece la Jerarquía de Grados en las Direcciones Generales del Ministerio del Interior; mediante Acuerdo Ministerial No. 12-2025, del 16 de Octubre del año 2025, propuso a la Presidencia de la República los Ascensos en Grado de Comisionadas y Comisionados Generales, para fortalecer el Mando Institucional del Ministerio del Interior.
3. La Presidencia de la República reconociendo los méritos de los Compañeros y Compañeras integrantes de nuestro Ministerio del
Interior, leales, firmes, destacados en el servicio a nuestro Pueblo, y que trabajan sirviendo con abnegación y compromiso para las Familias nicaragüenses y Ciudadanas y Ciudadanos de otras nacionalidades, garantizando la Seguridad ciudadana.
Por tanto, en uso de las facultades que les confiere la Constitución Política y la Ley No. 1183, que establece la Jerarquía de Grados en las Direcciones Generales del Ministerio del Interior. Acuerdan :
Artículo 1. Ascender al Grado de Comisionados y Co-misionadas Generales a las Compañeras y los Compañeros :

2. Ramón Mercedes Landero Pichardo
3. Juan Emilio Rivas Benites
4. Lilliam Margarita Flores
5. Maribel de la Cruz Medina Flores
6. Kathia Melania Barberena Jácamo.
El Artículo 2 dice, que debe comunicarse el presente Acuerdo a las y los Comisionados Generales ascendidos y a todas las Autoridades que deban conocerlos para sus efectos legales.
Artículo 3. El presente Acuerdo surte sus efectos a partir de esta fecha, y se publica en La Gaceta, Diario Oficial.
Se da en Managua, Casa de Gobierno, Nuestra Nicaragua Bendita, el día 17 de Octubre del Año 2025.

Conmemoramos el 49 Aniversario del Tránsito a la inmortalidad, del Comandante en Jefe de la Revolución Popular Sandinista, Carlos Fonseca Amador, nuestro símbolo de dignidad y compro-miso con la Libertad del Pueblo y con orgullo y humildad, también conmemoramos el 46 Aniversario de Fundación de nuestro Ministerio del Interior.
Con la frase célebre del Comandante Carlos Fonseca: ¡Y también, enséñenles a leer!, podemos resumir un poco, la grandeza de su ser. Hago nuestras, las palabras del CoPresidente Comandante Daniel Ortega, Jefatura Suprema del Ministerio del Interior: ”El 8 de noviembre de 1976, Carlos entrega su vida, pero entrega también sus palabras, su ideario, su ejemplo, que lo hereda el Frente Sandinista de Liberación Nacional, hasta alcanzar la Victoria en 1979”.
Honramos y recordamos el heroísmo de combatientes sandinistas y hermanos revolucionarios, que ofrecieron su sangre y unieron al Pueblo con un mismo objetivo: empuñar la Bandera Rojinegra, para rescatar la Azul y Blanco de la Patria de Sandino, Zeledón, Darío, Diriangén, Nicarao, Adiac, de Carlos, de Tomás.
Cumplimos 46 años, junto a Nuestro Pueblo, Nuestros Fundadores, encabezado por el Comandante Tomás Borge y guiados por Ustedes CoPresidentes, Comandante Daniel y Compañera Rosario, para seguir haciendo Revolución, defendiéndola y cumpliendo nuestras tareas, con entrega y dedicación.
Con Fervor, Lealtad y Amor a la Patria, hemos coadyuvado a garantizar la Soberanía y Seguridad Ciudadana al brindar 7,791,339 servicios a las Familias nicaragüenses y de otras nacionalidades.
En el Sistema Penitenciario, promovemos la superación personal a través de los estudios des-de Alfabetización, Primaria, Secundaria, cursos técnicos y universitarios a más de 10,020 presos y presas, jornadas de salud, actividades culturales, deportivas, y sobre todo de unidad familiar; otorgando 11,021 Beneficios Legales de Convivencia Familiar.
Hemos construido 61 salas para audiencias judiciales virtuales a nivel nacional; para contribuir con la agilización de los procesos judiciales, fortalecer la seguridad y reducir el riesgo del traslado físico de los pres@s.
Jornadas de Salud con los presos y presas, 855 cirugías generales y oftálmicas, 9,655 radiografías digitales para la detección temprana de casos de tuberculosis. Junto a nuestro Ministerio de Salud, la Campaña de Vacunación “Salud y Bienestar en los Centros Penitenciarios” contra la influenza, tétano, neumococo, fiebre amarilla, rubeola, sarampión y Covid-19.
Nuestros Bomberos Unidos, continúan garantizando desde las 231 estaciones de bomberos, la protección de la Vida y bienes materiales de las Familias nicaragüenses y de otras nacionalidades. En El Castillo, Río San Juan, se inauguró la primera Unidad de Bomberos Acuática, que incluye una lancha para sofocar los incendios desde la ribera del río hacia la co-munidad y cerraremos el año 2025 con 234 estaciones, logrando cobertura del territorio nacional.
Junto a nuestra Policía Nacional se realizaron 207,291 visitas a los hogares, brindándoles recomendaciones para prevenir incendios.
Se suscribieron acuerdos con los hermanos gobiernos de Belarús y la República Popular China, para la adquisición de camiones contra incendios con equipamiento especializado.
En Migración y Extranjería, desde las 32 ofi-cinas de trámites migratorios y 26 puestos fronterizos del País, contribuimos para garantizar la seguridad soberana, a través de una migración ordenada, regulada y segura.
Hemos acercado los servicios a la población con las inauguraciones de las oficinas del Puesto Fronterizo de Leymus en la Región Autónoma de la Costa Caribe Norte, en El Castillo-Río San Juan y Sertrami de Nandaime.
Compañeras y Compañeros, están en constante preparación técnica, académica y continua para garantizar mejor servicio; Compañer@s Bomber@s se capacitaron en Rusia, Alemania, China, Panamá, Costa Rica, España, Tanzania, Colombia, Ecuador, Pakistán en prevención y extinción de incendios, búsqueda y rescate, atención prehospitalaria, e incidentes con materiales peligrosos.
Nuestro reconocimiento a Países hermanos de Rusia, China, Bielorrusia y a las organizaciones hermanas Bomberos Unidos Sin Fronteras España, Bomberos por el Mundo España, Wisconsin/Nicaragua Partners of the Americas, Confederación de Cuerpos de Bomberos Istmo Centroamericano y Bomberos de Hamburgo, Alemania), que nos han brindado apoyo técnico, cooperaciones y capacitaciones, contribuyendo en la búsqueda de mejorar el servicio a nuestra población.
Felicitamos a l@s 6 Compañer@s ascendidos a Comisionados Generales, a l@s 1,072 Compañer@s que serán ascendidos en grados en todo el País, a los Compañer@s que conforman los bloques representativos del Ministerio del Interior y el reconocimiento a nuestras Familias, a quienes les debemos nuestros méritos institucionales.
Nuestro agradecimiento a nuestros hermanos de la Policía Nacional, Ejército de Nicaragua e Instituciones con quienes trabajamos de manera unida, cohesionada para garantizar la Paz, la Tranquilidad, el Progreso y derrotar al enemigo en su constante asedio. A como escribió mi abuelo, José Coronel Urtecho “No volverá el pasado”, puesto que no permitiremos ni un minúsculo movimiento, que pretenda arrebatar todas las Victorias alcanzadas, gracias a nuestro buen Gobierno.
Agradecemos a Usted Comandante Daniel y a Usted Compañera Rosario, Copresidentes de la República y Jefatura Suprema del Ministerio del Interior, por su sostenido respaldo para fortalecer nuestras capacidades de servicio, en beneficio de nuestro Pueblo.

Buenas noches, Herman@s nicaragüenses, Familias de esta Tierra que ha defendido siempre la Dignidad, la Soberanía, de la Patria.
Compañera Rosario Murillo, Copresidenta de Nicaragua; General de Ejército Julio César Avilés Castillo, Jefe de las Fuerzas Armadas del Ejército Nicaragua; Compañero Gustavo Porras, Presidente de la Asamblea Nacional de Nicaragua; Primer Comisionado General Francisco Díaz, Jefe de las Fuerzas Policiales de Nicaragua; Comisionado General Victoriano Ruiz, Jefe de las Fuerzas Policiales de Nicaragua.
General Coronel Bayardo Rodríguez, Jefe del Estado Mayor del Ejército de Nicaragua; General Coronel Marvin Corrales, Inspector General del Ejército de Nicaragua; Compañera María Amelia Coronel, Ministra del Interior.
Compañero Qu Yuhui, Embajador de la República Popular China, recientemente ingresó a nuestro País, fue nombrado Embajador por el Pueblo, por el Gobierno, por el Partido, de la República Popular China, y le damos la bienvenida ahora que estamos en este Acto del 46 Aniversario.
Compañera Karla Salinas, Viceministra del Interior; Comisionado General Luis Cañas, que tiene mucho trabajo, este es el Compañero que no duerme, siempre alerta y siempre cumpliendo con sus deberes.
Hoy estamos conmemorando este Aniversario y conmemorando, a la vez, el 49 Aniversario del Tránsito a la Inmortalidad del Comandante Carlos Fonseca, que, como bien dijo Tomás, “es de los muertos que nunca mueren”, y aquí está entre nosotros, Carlos, presente.
El Ministerio del Interior es Obra de la Revolución y la Revolución és Obra del Pueblo nicaragüense, donde fue determinante, para el surgimiento, el fortalecimiento del Frente Sandinista de Liberación Nacional, la Militancia del Comandante Carlos.
Carlos, Tomás, coterráneos, de Matagalpa los dos, Carlos y Tomás, y Carlos y Tomás son Fundadores realmente del Frente, y les correspondió a ellos, junto con otros Compañeros, definir el nombre que llevaría la Lucha Guerrillera que ya habían iniciado en Raití y Bocay, y que la habían iniciado como Frente de Liberación Nacional.
Después de esa experiencia, de Raití y Bocay, donde cayeron varios Hermanos Fundadores del Frente, se debatió si el Frente se seguiría llamando Frente de Liberación, y Carlos agregó el “Sandinista”. Porque dijo Carlos, somos herederos, continuadores de la Lucha del General Sandino; por lo tanto, no basta Frente de Liberación, sino que, Frente Sandinista de Liberación Nacional.
En ese momento nació el Frente Sandinista y la Lucha Heroica de la Juventud, del Pueblo, que se fue multiplicando a lo largo de los años, y ya prácticamente en vísperas del Triunfo cae en combate nuestro Hermano Carlos allá en las montañas, donde prevalecía el concepto de que de la montaña tendrían que organizarse y formarse los Destacamentos Guerrilleros que luego bajarían a liberar las Ciudades.
Carlos iba hacia el campamento central que había sido diezmado ya por la genocida Guardia Somocista, iba marchando hacia el campamento central. ¿Por qué? Porque se había presentado una división en el Frente, había una división, unos Compañeros sencillamente desconocían la dirección de Carlos, y otros dos Compañeros debatiéndose en la discusión, en el diálogo, en las reuniones, ¿para qué? Para que el Frente se unificara y no siguiera dando la batalla, dividido.
Y ese es un Principio fundamental, la Unidad hace potente a los Pueblos, hace potente a los Jóvenes, hace potente a las Familias, y la división sencillamente destruía.
Luego de la caída en combate de nuestro Hermano Car-los, ese mismo día caían en combate aquí otros Compañeros, tres Compañeros caían en combate, y en la lucha por la Unidad.
Al final se logró definir, a través de la práctica, de la acción, que la Lucha tenía que librarla el Pueblo, que el Pueblo no podía estar esperando a que bajaran de la montaña los Destacamentos que llegarían a liberarlo; sino que el Pueblo tenía que formar sus propios Destacamentos, bajo la dirección, bajo la coordinación del Frente Sandinista, para iniciar los combates en los Municipios, en los Pueblos, en todo el País.
Ahí es donde se vino conformando la Unidad, en la acción, y fue la Insurrección, la Insurrección que se fue forjando de combate en combate, cayéndole a los Cuarteles de la Guardia, recuperando armamento, distribuyendo ese armamento en el Pueblo, y el Pueblo organizado para continuar el combate en el Barrio, y el Pue-blo, después del combate, se replegaba ahí mismo en los Barrios, y luego salía a combatir.
Así fue que se inició la Insurrección, la Insurrección se inició en Octubre del año 1977, y en Julio del 79, o sea, prácticamente dos años después alcanzamos la Victoria, el 19 de Julio de 1979.
Recuerdo que el Comandante Carlos participó, cuando se encontraba en Cuba participó de las discusiones que se tenían, los intercambios que se tenían, acerca de darle continuidad a la modalidad de lucha que teníamos, o trasladarnos a lo que era la Batalla Insurreccional, y al final triunfó la Unidad, al final triunfó Carlos, al final triunfó Tomás, Tomás, Fundador del Ministerio del Interior.
Tomás era un poco mayor que Carlos, y a Tomás allá en Matagalpa lo detuvieron, lo capturaron, y Carlos anduvo haciendo campaña en el Pueblo por la libertad de Tomás. Era la Lealtad, la Solidaridad, que son elementos fundamentales para que un Proyecto Revolucionario pueda caminar.
Y hoy, Herman@s nicaragüenses, Familias nicaragüenses, estamos viendo los resultados de la Cohesión, de la Unidad, del Pueblo; de la Cohesión y la Unidad de las Familias; de la Cohesión y la Unidad de la Juventud; de la Cohesión y la Unidad de los Trabajadores; de la Cohesión y la Unidad de los Combatientes del Ministerio del Interior; de la Cohesión y la Unidad del Ejército de Nicaragua.
Tenemos una Cohesión y esa Cohesión tenemos que cuidarla, tenemos que fortalecerla, porque el enemigo es el mismo, el mismo que tuvo el General José Dolores Estrada cuando los yanquis invasores querían apoderarse para siempre de Nicaragua; es el mismo contra el cual combatió el General Sandino.
Ese enemigo, bueno, está ahí siempre buscando cómo dominar, subordinar a los Pueblos de América Latina y el Caribe, y a los Pueblos del Mundo. Pero estamos viviendo una etapa en la que ya ese enemigo, por mucha Potencia Militar que tenga, por mucha Potencia Económica que tenga, se ha ido debilitando, se ha ido desacreditando, se ha ido desgastando.
Mientras tanto, han venido creciendo otras Fuerzas, y entre estas Fuerzas destaca la República Popular China, fruto de una Revolución, una Revolución que encabezó Mao Tse Tung. Un Pueblo que tuvo que librar batallas contra ocupantes que estaban aliados con los nazis, y logró derrotar.
También está Rusia, la Rusia que ha logrado desarrollarse, sostenerse, luchar por su Soberanía, como lo viene haciendo, y en donde hay amenazas de más guerras. Pero, por otro lado, están los Planteamientos, las Propuestas de Paz de la misma Rusia, de la Federación China.
Y a esto se agregan Países en vías de desarrollo, otros Países desarrollados, que vienen a conformar ya un frente de lucha que plantea, con toda claridad, que otro Mundo es posible, y no solamente lo plantea, sino que se está construyendo, se está conformando un Nuevo Mundo, con Países que buscan la Paz, buscan el Bienestar de los Pueblos.
Y en ese campo está la República Popular China, so-metida a provocaciones; pero la República Popular China frente a las provocaciones, bueno, no cae frente a las provocaciones, sino que sabe establecer posiciones y defender posiciones.
Mientras tanto, sigue desarrollando su economía y el comercio en el Mundo. Hoy por hoy és la primera Potencia Comercial en el Mundo, está presente en todos los Continentes, en Asia, en África, en América Latina, ahí está presente, y lógicamente está presente en Nicaragua. Y vemos cómo es una relación sin condiciones, una relación respetuosa, una relación donde bus-can cómo contribuir con el Bienestar, con la Lucha contra la Pobreza en los Pueblos menos desarrollados del Mundo.
Y aquí en poco tiempo hemos visto los frutos de esa Cooperación, de esa Solidaridad, con Programas de Viviendas, con Programas de Transporte, con Programas que están desarrollando, invirtiendo en nuestro País y generando empleo, generando trabajo.
Y ahora, bueno, la gran sorpresa que viene ya, que estará acercándose a Nicaragua, el Barco “Arca de la Ruta de la Seda”, ese es el nombre que tiene el Barco : “Arca de la Ruta de la Seda”.
Porque China planteó la Ruta de la Seda y ahí ha venido caminando la Ruta de la Seda; es decir, Ruta de la Paz, para el Comercio, para el Bienestar de los Pueblos, para el Desarrollo de los Pueblos. Y ahí viene caminando la Ruta de la Seda, incluso pasando por Países que no les queda más camino, aun cuando no comulgan con el hecho de que la República Popular China sea la primera Potencia en el Mundo con una fortaleza económica, con una fortaleza en el Comercio, Tecnología, etc.
Y bueno, cuántos jóvenes de Nicaragua han ido ya a la República Popular China para capacitarse, y seguramente irán del Ministerio de Interior los Compañer@s para capacitarse.
Es decir, viene ese Barco y ese Barco no viene ni con cañones, ni con cohetes, viene con algo que es mucho más potente que los cañones, que los cohetes y que las armas atómicas. Viene lleno de Médicos para atender a las Familias nicaragüenses ahí en ese Barco, un Barco inmenso, y ahí mismo van a estar dando consultas.
Se va a estacionar en Corinto, el Lunes 10 estará ya en Corinto, y ahí estará para darles Salud a las Familias nicaragüenses, con toda la Tecnología, con todo el Conocimiento, con todo el desarrollo que tiene China a disposición de las Familias nicaragüenses. Es un Barco de la Paz, un Barco de la Vida.
Y desde ahora, querido Embajador, le decimos que, al Presidente Xi Jinping, al Partido, al Pueblo de China, les agradecemos esta visita del Barco de la Vida.
¡Bienvenido a Nicaragua el Buque, el Barco de la Vida! Y a seguir desarrollando los Programas que estamos desarrollando, donde siempre es fundamental la Unidad, la Cohesión, en todas las Instituciones; la Unidad, la Cohesión, en todo el Estado; la Unidad, la Cohesión, en todos los Barrios; la Unidad, la Cohesión, en todas las Comarcas, en todos los Municipios, en todo el Pueblo nicaragüense. ¿Para qué? Para seguir construyendo más Viviendas. ¿Para qué? Para que tengan las poblaciones del Campo la posibilidad de seguir produciendo alimentos y que esto se multipliquen, como se ha venido haciendo.
¿Para qué? Para que tengamos la oportunidad de seguir construyendo Hospitales, de seguir construyendo Escuelas, de seguir llevándoles estos Beneficios a la Juventud, al Pueblo, de forma gratuita. Aquí, ni la Salud, ni la Educación, que se lleva a la Población, se cobra, eso no se cobra, es gratuita completamente, por Ley es gratuita.
A continuar en estas Obras que bien hemos señalado; tenemos que erradicar la Extrema Pobreza de Nicaragua y para esto es fundamental la Unidad, y para la Unidad es fundamental la Paz. Con la Fuerza de la Unidad garantizamos la Paz, como la estamos garantizando.
Y garantizando la Paz, garantizamos los Proyectos, los Programas que van sacando a la gente de la Extrema Pobreza, que van sacando a las Familias de la Extrema Pobreza, que van garantizando atención médica de Hospitales de lujo, como los que recientemente ha entregado la Juventud en León y en Ocotal, e inmediatamente las Familias llegando allí a recibir atención médica de primer orden.
Así es que, que esté ahí en esta Lucha por la Paz, ahí estarán presentes los Héroes y Mártires, ahí estará presente siempre Carlos. Hoy en este Aniversario, Carlos, estás presente, estás aquí con nosotros y seguís conduciendo esta Lucha, seguís conduciendo estos Proyectos, estos Programas, seguís conduciendo la Lucha por la Vida, la Lucha por la Paz del Pueblo nicaragüense.
¡Que Viva el Ministerio del Interior!

Good afternoon, Compañeras, Compañeros, and many congratulations on this new Anniversary of Struggles and Victories.
The Presidency of the Republic of Nicaragua, exercising its powers, considers :
1. That Article 120 of the Political Constitution of the Republic of Nicaragua establishes that the Presidency of the Republic is the Supreme Head of the Ministry of the Interior and in accordance with Article 125, Paragraph 10, that it is the responsibility of the Presidency of the Republic to award the Ranks of Commissioners and Commissioners General.
2. That the Minister of the Interior of the Republic of Nicaragua, Compañera María Amelia Coronel Kinloch, on the basis of Article 2 of Law No. 1183, which establishes the Hierarchy of Ranks in the General Directorates of the Ministry of the Interior; by Ministerial Agreement No. 12-2025, of October 16th 2025, proposed to the Presidency of the Republic Promotions to the Rank of Commissioners and Commissioners General, so as to strengthen the Institutional Command of the Ministry of the Interior.
3. The Presidency of the Republic recognizing the merits of the Compañeros and Compañeras members of our Ministry of the Interior, loyal, firm and outstanding in the service to our People, who work serving with selflessness and commitment Nicaragua’s Families and Citizens and the Citizens of other nationalities, guaranteeing citizen security.
Therefore, in use of the powers conferred by the Political Constitution and Law No. 1183, which establishes the Hierarchy of Ranks in the General Directorates of the Ministry of the Interior. Agree :

We commemorate the 49th Anniversary of the Transition to Immortality, of the Commander in Chief of the Sandinista Popular Revolution, Carlos Fonseca Amador, our symbol of dignity and commitment to the Freedom of the People and with pride and humility, we also commemorate the 46th Anniversary of the Founding of our Ministry of the Interior.
With the famous phrase of Commander Carlos Fonseca: “And also, teach them to read!”, we can sum up a little, the greatness of his being. I make ours the words of Co-President Comandante Daniel Ortega, Supreme Head of the Ministry of the Interior: ”On November 8th 1976, Carlos gave his life, but he also gave his words, his ideology, his example, which was inherited by the Sandinista National Liberation Front, until it achieved victory in 1979.”
We honor and remember the heroism of the Sandinista fighters, revolutionary brothers and sisters, who offered their blood and united the People with the same goal: to take up the Red and Black Flag, to rescue the Blue and White Flag of the Patriotic Nation of Sandino, Zeledón, Darío, Diriangén, Nicarao, Adiac, Carlos, Tomás.
We are celebrating 46 years, together with Our People, Our Founders, headed by Comandante Tomás Borge and guided by you Co-Presidents, Comandante Daniel and Compañera Rosario, to continue making Revolution, defending it and fulfilling our tasks, with ommitment and dedication.
With Fervor, Loyalty and Love for the Nation, we have contributed to guaranteeing Citizen Sovereignty and Security by providing 7,791,339 services to Nicaraguan and other nationalities' families.
In the Penitentiary System, we promote self-improvement through studies including Literacy, Primary and Secondary Education, technical and university courses to more than 10,020 prisoners, health care events, cultural and sports activities and especially family unity; granting 11,021 legal permissions for home detention.
We have built 61 spaces for holding virtual court hearings nationwide so as to contribute to the streamlining of judicial processes, strengthen security and reduce the risks incurred in the physical transfer of prisoners.
Health care days for prisoners have included 855 general and ophthalmic surgeries, 9,655 and digital X-rays for the early detection of tuberculosis cases. Together with our Ministry of Health, the Vaccination Campaign “Health and Well-being in Prisons” has vaccinated against influenza, tetanus, pneumococcal infections, yellow fever, rubella, measles and Covid-19.
Our United Firefighters continue to guarantee, from 231 fire stations, the protection of the life and material goods of Nicaragua’s families and those of other nationalities. In El Castillo, Río San Juan, the first Aquatic Firefighting Unit has been inaugurated, which includes a boat to put out fires from the riverbank to the community and we will close the year 2025 with 234 stations, achieving complete coverage of the national territory.
Together with our National Police, 207,291 preventive visits were made to homes, providing recommendations to prevent fires.
Agreements were signed with the fraternal governments of Belarus and the People's Republic of China for the purchase of fire fighting trucks with specialized equipment.
As regards Migration and Foreign Visitors, via 32 immigration processing offices and the country’s 26 border posts, we contribute to ensuring sovereign security, through orderly, regulated and safe migration.
We have brought services closer to the population with the inaugurations of the offices of the Leymus Border Post in the Autonomous Region of the North Caribbean Coast, in the Castillo-Río San Juan and Sertrami de Nandaime.
Our Compañeras and Compañeros are in constant technical, academic and continuous preparation to guarantee better service; our Fire Fighter Compañeras and Compañeros have trained in Russia, Germany, China, Panama, Costa Rica, Spain, Tanzania, Colombia, Ecuador and Pakistan in fire prevention and extinguishing, search and rescue, pre-hospital care, and incidents with hazardous materials.
Our recognition to sister countries of Russia, China, Belarus and the sister organizations United Firefighters Without Borders of Spain, Firefighters around the World of Spain, Wisconsin/Nicaragua Partners of the Americas, the Confederation of Central American Isthmus Fire Departments and Hamburg Firefighters of Germany, who have provided us with technical support, cooperation and training, contributing in our efforts to improve the service to our population.
We congratulate the 6 Compañeros and Compañeras promoted to General Commissioners, the 1,072 Compañeros and Compañeras who will be promoted to various ranks throughout the Country, the Compañeras and Compañeros of the representative blocs of the Ministry of the Interior and also our recognition of our Families, to whom we owe our institutional merit.
Our gratitude to our brothers and sisters of the National Police, the Nicaraguan Army and Institutions with whom we work in a united, cohesive way to guarantee Peace, Tranquility, Progress and defeat the enemy’s constant siege.
As my grandfather, José Coronel Urtecho, wrote “The past will never return," since we will not allow even a tiny movement that seeks to snatch away all the Victories we have achieved, thanks to our good Government.
We thank you Comandante Daniel and Compañera Rosario, Co-Presidents of the Republic and Supreme Head of the Ministry of the Interior, for your sustained support to strengthen our service capabilities, for the benefit of our People.

Good evening, Nicaraguan Brothers and Sisters, Families of this Land who have always defended the Dignity, Sovereignty, of our Patriotic Nation.
Compañera Rosario Murillo, Co-President of Nicaragua; Army General Julio César Avilés Castillo, Chief of the Armed Forces of the Nicaraguan Army; Compañero Gustavo Porras, President of the National Assembly of Nicaragua; First Commissioner General Francisco Díaz, Chief of Nicaragua’s Police Forces; Commissioner General Victoriano Ruiz, Chief of Nicaragua’s Police Forces.

Compañero Qu Yuhui, Ambassador of the People's Republic of China, recently arrived in our Country, as appointed Ambassador by the People, the Government, and the Party of the People's Republic of China, and we welcome you now we are at this 46th Anniversary Event.
Compañero Karla Salinas, Deputy Minister of the Interior; Commissioner General Luis Cañas, who has a lot of work, this is the Compañero who does not sleep, always alert and always fulfilling his duties.
Today we are commemorating this Anniversary and commemorating, at the same time, the 49th Anniversary of the Transition to Immortality of Commander Carlos Fonseca, who, as Tomás rightly said, “is of those who have gone but who never die,” and here he is present among us, Carlos.
The Ministry of the Interior is an achievement of the Revolution and the Revolution is an achievement of the Nicaraguan People, wherein the strengthening of the Sandinista National Liberation Front, the militancy of Commander Carlos, was decisive for its emancipation.
Carlos, Tomás, both from Matagalpa, the two of them, Carlos and Tomás, for Carlos and Tomás are really founders of the Sandinista Front, and it was up to them, along with other Compañeros and Compañeras, to define the name that the guerrilla struggle they had already started in Raití and Bocay, and which they had started as the National Liberation Front, would take.
After that experience, in Raití and Bocay, where several founding brothers of the Sandinista Front fell in action, it was debated whether or not the Front would continue to be called the Liberation Front, and Carlos added "Sandinista". Because, as Carlos said, we are the heirs, the continuation of the Struggle of General Sandino; thus, simply Liberation Front is not enough, but rather the Sandinista National Liberation Front.
At that moment the Sandinista Front was born and the Heroic Struggle of the Youth, of the People, multiplied over the years, and practically on the eve of the Triumph our Brother Carlos fell in combat there in the mountains, when the concept prevailed that guerrilla detachments would have to be organized and formed from the mountains and would then go down to liberate the Cities.
Carlos was heading towards the central encampment which had already been decimated by the genocidal Somoza Guard, he was marching towards the central encampment. Why? Because there had been a division in the Front, there was division, some Comrades simply did not recognize Carlos' leadership, and two other groups of compañeros and compañeras were engaging in the discussion, in the dialogue, in the meetings. What for? So that the Front would be unified and not continue fighting the battle, divided.
And that is a fundamental principle, Unity makes peoples powerful, it makes young people powerful, it makes Families powerful, and division simply destroys.
After the fall in combat of our Brother Carlos, that same day other Compañeros fell in combat there, three Comrades fell in combat and in the struggle for Unity.
In the end, it was possible to decide, through practice, through action, that the Struggle had to be waged by the People, that the People could not simply be waiting for the guerrilla detachments to come down from the mountain to liberate them; rather the People had to form their own detachments, under the leadership, under the coordination of the Sandinista Front, to start fighting in the municipalities, in the villages, throughout the country.
That's where Unity came to be formed, in action, and it was the Insurrection, an Insurrection forged from one combat to the next, attacking the Barracks of the National Guard, recovering weapons, distributing those weapons among the People, and the People organized to continue the combat in the neighborhoods, and the People, after the combat, retreated right there in the neighborhoods, and then went on to fight.
That's how the Insurrection began. The Insurrection began in October 1977, and then in July '79, that is, practically two years later, we achieved victory, on July 19th 1979.
I remember that Comandante Carlos participated, when he was in Cuba, he participated in the discussions that were being held, the exchanges that were being held, about giving continuity to the modality of struggle that we had then, or moving to what was to be an insurrectional struggle, and in the end Unity triumphed, in the end Carlos triumphed, in the end Tomás triumphed, Tomás, Founder of the Ministry of the Interior.
Tomás was a little older than Carlos, and Tomás was arrested there in Matagalpa, he was captured, and Carlos campaigned in the town for Tomás' freedom. It was Loyalty and Solidarity, which are fundamental elements for a Revolutionary Project to be able to make its way.
And today, Nicaraguan Brothers and Sisters, Nicaraguan families, we are seeing the results of the Cohesion, of the Unity of the People; of the Cohesion and Unity of our Families; of the Cohesion and Unity of our Youth; of the Cohesion and Unity of our Workers; of the Cohesion and Unity of the Combatants of our Ministry of the Interior; of the Cohesion and Unity of our Nicaraguan Army.
We have Cohesion and we have to take care of that Cohesion, we have to strengthen it, because the enemy remains the same, the very same one General José Dolores Estrada faced when the invading Yankees wanted to take over Nicaragua forever; the very same one that General Sandino fought against.
That enemy, in fact, is always out there looking for ways to dominate and subordinate the Peoples of Latin America and the Caribbean, the Peoples of the World. But we are living through a stage in which that enemy, no matter how much Military Power it has, no matter how much Economic Power it has, has been weakened, has been discredited, is getting worn out.
For in the meantime, other Forces have been growing, and among these forces, the People's Republic of China stands out, the result of a Revolution, a Revolution led by Mao Tse Tung. A people who had to fight battles against occupiers who were allied with the Nazis, and whom they managed to defeat.
There too is Russia, a Russia that has managed to develop, sustain itself, fight for its sovereignty, as it has been doing, and where there are threats of yet more wars. However, on the other hand, there are the approaches and Peace Proposals of Russia itself and of the Chinese Republic.
And to this one can add developing countries as well as other developed Countries, which are already forming a front of struggle clearly stating that another World is possible, and not only stating it, but building a New World, one that is being formed by Countries seeking Peace, seeking the Well-being of Peoples.
And in that regard the People's Republic of China is subject to provocations; but the People's Republic of China, faced by provocations, well, does not give way in the face of those provocations, but knows how to establish its positions and defend its positions.
Meanwhile, it continues to develop its economy and trade in the world. Today it is the world’s leading commercial power, present on every Continent, in Asia, in Africa, in Latin America, it is present there, and naturally it is present in Nicaragua. And we see how it is an unconditional relationship, a respectful relationship, a relationship where they seek to contribute to the Well-being, the fight against Poverty among the less developed Peoples of the World.
And here in a very short time we have seen the fruits of that Cooperation, of that Solidarity, thanks to Housing Programs, to Transportation Programs, to Programs for development, investing in our Country and generating employment, generating work.
And now, well, a big surprise is now on its way, approaching Nicaragua, the ship "Ark of the Silk Road”, that is the name of the ship: “Ark of the Silk Road”.
Because China proposed the Silk Road and the Silk Road has been opening there; that is to say, the Road of Peace, for Trade, for the Well-being of Peoples, for the Development of Peoples. And here too the Silk Road makes its way, even passing through Countries that have no other option, even those that do not agree that the People's Republic of China is the World’s leading Power in the World for its economic strength, for its strength in Trade and Technology and so on.
And after all, how many young people from Nicaragua have not already gone to the People's Republic of China to train, and certainly the Compañeras and Compañeros of our Ministry of Interior will go there to train.
That is to say, this ship is on its way and the Ship is coming here with neither cannons nor rockets, but coming with something much more powerful than cannons, or rockets or atomic weapons. It is coming full of Doctors to provide care for Nicaragua’s Families there on that ship, a huge ship, where they're going to be giving consultations right there.
It is going to moor in Corinto, on Monday the 10th it will already be in Corinto, and it will be there to give Health to Nicaragua’s Families, with all the Technology, all the Knowledge, all the development China is placing at the disposal of Nicaragua’s Families. It is a Ship of Peace, a Ship of Life.
And at this moment, beloved Ambassador, we say to President Xi Jinping, to the Party, to the People of China, that we thank you for this visit of the Ship of Life.
Nicaragua welcomes this Ship, the Ship of Life!
And we must continue developing all the programs that we are working on where Unity and Cohesion in all our Institutions is always fundamental; Unity, Cohesion, throughout the State; Unity, Cohesion, in all the Neighborhoods; Unity, Cohesion, in all the rural areas, in all the Municipalities, among all the Nicaraguan People. Why? So as to keep building more homes. Why? So that our rural population can continuing producing food and so that this production grows, as it ha done.
Why? So can continue building Hospitals, continue building Schools, continue bringing these Benefits to our Youth, to our People, for free. Here, neither Health, nor Education, which are provided to the Population, are charged for, no one pays, they are completely free, by law they are free.
To continue in these programs as we have often pointed out, we have to eradicate Extreme Poverty in Nicaragua and to do so, Unity is fundamental, and for Unity Peace is fundamental. With the Strength of Unity we can guarantee Peace, as we are indeed guaranteeing it.
And by guaranteeing Peace, we can guarantee the Projects and Programs that are lifting people out of Extreme Poverty, lifting our Families out of Extreme Poverty, guaranteeing medical care from first rate Hospitals, such as those that the Sandinista Youth have recently handed over in León and Ocotal, where immediately Families can arrive there to receive first-rate medical care.
So, we can be sure that here in this Struggle for Peace, our Heroes and Martyrs will be present, Carlos will always be present. Today, on this Anniversary, Carlos, you are present, you are here with us and you continue to lead this Struggle, you continue to lead these Projects, these Programs, you continue to lead the Struggle for Life, the Struggle of the Nicaraguan People for Peace .
